Develop ways to address labor violations in domestic work

DOL, EEOC, and DOS should develop better methods and train investigators on how best to respond and investigate or refer for investigation, violations in workplaces of domestic workers, including diplomatic households. This would help domestic workers who may be comfortable contacting DOL on severe labor violations (but not comfortable calling a human trafficking hotline), addressing labor exploitation before it devolves into human trafficking.


There are profound challenges in identifying exploitation and trafficking in these workplaces, due to the number of employees and the nature of the workplace. The PITF should think creatively about how to protect these workers where the current systems are inadequate, and put out information to the public and workplaces describing the recourses available and how to activate them.
